Do UGC-Tagged Links Pass Any SEO Value?

Barely any directly. rel="ugc" marks a link as coming from user-generated content โ a comment, forum post or member profile โ and tells Google not to pass ranking signals through it. Since September 2019 Google has described all link attributes as hints rather than strict rules, so a little may pass, but never plan on it.
What rel="ugc" actually is
It is one of three link attributes Google introduced on 10 September 2019, alongside rel="sponsored" and the existing rel="nofollow".

The attribute exists to let a site owner be honest about provenance. A publisher cannot vouch for a link a stranger dropped in the comments section, but they may not want to nofollow everything either โ a long-standing forum member's link is a different thing from a drive-by spammer's. The ugc value says "this came from a user, not from us," and leaves Google to decide what to do with that.
The important point for link builders: from a value perspective, ugc behaves like nofollow. It is a signal that the host site is not editorially endorsing the destination, and editorial endorsement is the entire basis of link equity.
"Hint, not directive" โ what actually changed
Google's 2019 announcement made two changes that people frequently mix up.
For ranking purposes, all three attributes became hints. Google reserves the right to look at a nofollow or ugc link and decide it is worth considering anyway โ for example, to better understand the link graph or to recognise an entity.
For crawling and indexing purposes, nofollow became a hint too, from 1 March 2020. Before that date, a nofollowed URL was not used as a crawl path at all.
What did not change is the practical outcome. Google has never said how often it decides to honour a hint versus ignore it, and there is no way to observe that from outside. Notice that most user-generated placements pre-date the ugc attribute and were already nofollowed. Adoption of the newer tag is patchy โ plenty of large platforms never migrated. So in practice you will see nofollow, ugc, nofollow ugc, or occasionally no attribute at all. That last case usually means the platform has a spam problem rather than that you have found an opportunity.
What a ugc link is genuinely worth
Three returns are real. None of them is link equity.
Referral traffic. A helpful answer in an active thread can send more qualified visitors than a followed link on a dormant blog ever will. This is the return that actually pays, and it shows up in your analytics rather than being guessed at.
Discovery. Google can and does follow these URLs. A new page nobody has linked to yet can get crawled because someone mentioned it in a thread. That is a genuine, if small, benefit โ and it is a crawling effect, not a ranking one.
Brand signal. Being named and discussed across communities feeds the picture search engines and AI assistants build of who you are. What a ugc link does not do is move you up the results page. If a service is selling you "high DA UGC backlinks," it is selling comment spam under a newer name.

The values combine โ rel="ugc nofollow" is valid and common. How to check what your link is tagged with
Thirty seconds, no tools required.

Not as a link building tactic. As a marketing activity, sometimes.
Answer questions in communities where your customers already are, and do it because the referral traffic and the reputation are worth having. Judge the work on visits and replies, not on link counts.
